PACE Southeast Michigan (PACE SEMI), one of the nation’s largest and most innovative Programs of All-Inclusive Care for the Elderly, is seeking a mission-driven, visionary, and operationally astute executive to serve as its next President & Chief Executive Officer (CEO). Serving more than 2,000 participants across nine centers, PACE SEMI delivers coordinated, comprehensive care that allows aging individuals to remain in their homes and communities with dignity, independence, and high-quality clinical support.

 

This is a rare opportunity to lead a mature, growth-oriented, and nationally respected organization through its next chapter of expansion, innovation, and impact. The CEO will inherit a strong leadership team, solid financial foundation, and significant opportunity for strategic growth—both organically and through potential consolidation of PACE programs across the region.

 

Position Summary

The President & CEO, a voting member of the Board of Trustees, is responsible for the overall strategic direction, performance, mission fulfillment, and sustainability of PACE SEMI. This includes oversight of care delivery, health plan operations, financial management, regulatory compliance, and culture. The CEO must be a strong servant-leader with deep expertise in managed care and integrated senior services, capable of unifying high-performing teams and engaging diverse internal and external stakeholders.

 

Key Responsibilities

Strategic Leadership & Vision

  • Partner with the Board and executive leadership to define and execute a bold, future-forward strategy focused on sustainable growth, innovation, and quality outcomes.
  • Position PACE SEMI as a national thought leader and model for integrated, value-based senior care.
  • Explore and evaluate opportunities for strategic expansion, collaborations, partnerships, and other forms of state-wide PACE consolidation.

     

     

Clinical & Health Plan Excellence

  • Ensure delivery of safe, coordinated, and participant-centered care across all sites in compliance with CMS and state regulations.
  • Provide strategic oversight of health plan operations, including utilization management, risk adjustment, reimbursement strategy, and quality performance.
  • Drive a culture of continuous quality improvement, safety, and clinical excellence.

     

     

Financial & Operational Stewardship

  • Lead budgeting, forecasting, capital planning, and enterprise-wide financial performance.
  • Maintain a strong financial foundation while balancing population health outcomes with cost containment and operational efficiency.
  • Ensure robust analytics, data management, and technology infrastructure for evidence-based decision making.

     

     

Culture, People & Organizational Leadership

  • Champion an inclusive, belonging, compassionate, and high-accountability culture aligned with the mission and values.
  • Recruit, retain, and develop a capable and collaborative executive leadership team with clear succession plans and professional development pathways.
  • Oversee human resources strategy, equity initiatives, performance management, and employee engagement.

     

     

External Affairs, Advocacy & Governance

  • Serve as the public face of PACE SEMI, building relationships with regulators, government agencies, community partners, philanthropic funders, media, and national organizations.
  • Actively engage in the National PACE Association and other relevant bodies to influence public policy and system-level innovation.
  • Work in partnership with the Board of Trustees to ensure strong governance, transparency, and strategic alignment.

Candidate Profile

Professional Experience & Qualifications

  • Minimum of 10 years of progressive senior leadership experience in healthcare, with significant experience in managed care, value-based care, or PACE/dual-eligible models.
  • Proven success leading complex, multi-site organizations in regulated environments such as Medicare Advantage, Medicaid, or integrated delivery systems.
  • Strong experience overseeing financial performance, health plan operations, regulatory compliance, and interdisciplinary care models.
  • History of working with Boards of Trustees and engaging effectively with external stakeholders.

 

Education

  • Master’s degree in Healthcare Administration, Business Administration, Public Health, Nursing, or a related field required.
