GENERAL SUMMARY:

Under general supervision of the Director of Support Services, primary responsibilities include implement and monitor a comprehensive hazardous materials management program that complies with all regulatory and accreditation requirements, per LARA, DOT, EPA, GLWA, etc. while working to reduce the environmental impact of the hospital through pollution prevention and continuous improvement. Identifies, evaluates, monitors, and recommends controls and corrective measures for hazardous materials and waste stream handling and hazards for Henry Ford Hospital – Detroit and Henry Ford Medical Group sites. Ensures all hazards are documented in a central location and that each department has a plan to respond to each hazardous waste identified in each department. Oversight of Hazardous Regulated Waste Vendors and Subcontractors. Communicating to the HazMat team associates the needed actions for transfer and disposal of all regulated materials and waste.

PRINCIPLE DUTIES AND RESPONSIBILITIES:

         Assists in monitoring the transfer, accumulation, processing and disposal activities of regulated materials and waste by the Hazardous Materials (HazMat) Team Associates: Including chemical, pharmaceutical, bulk chemo, trace chemo, sharps, red bag waste, pathological/tissue waste, medical/infectious, compressed gases, universal waste (lamps, batteries, used electronics, etc.) and special waste.

         Maintains compliance with LARA, State, Federal and local Laws

         Coordinates hazardous material management services with vendors.

         Assists in the management of the OSHA Material Safety Data Sheets (MSDS), maintain records required for receipt, use, storage, transportation, and waste disposal reports on hazardous waste.

         Tracks threshold volumes of hazardous chemicals and provide appropriate notification of chemical inventory under local, State and Federal law.

         Audits of hazardous material accumulation and storage locations.

         Coordinates the Spill Prevention, Control and Emergency Response Programs for hazardous materials in compliance with LARA, UST, DOT and Environmental.

         Assists in the training of employees including Hazardous Material Reduction/Elimination, Hazardous Waste Identification and Management, Spill, and emergency response.

         Responsible for applying for and renewing all necessary environmental permits and licenses to ensure uninterrupted operations and regulatory compliance.

         Conducts routine periodic inspections and audits within assigned district to evaluate ongoing compliance; conducts compliance investigations within Henry Ford Hospital – Detroit and Henry Ford Medical Group sites at both permitted and unpermitted sites; conducts investigations, gathers evidence, samples hazardous and other suspect materials. Analyzes data to properly assess regulatory compliance and apply complex laws and regulations concerning storage, use, and regulation of hazardous materials; provides information on laws and regulations to the public and other agencies.

         All other duties as assigned.

EDUCATION/EXPERIENCE REQUIRED: 

  • Bachelor's Degree in Environmental Science, Biology, Geology, or related field preferred. 
  • Experience with Federal, State and Local regulations including but not limited to; Joint Commission, EPA, LARA, DEQ, RCRA, DOT, OSHA and MMWA to ensure compliance, as well as any other standards regarding safety and specifically hazardous material handling required. 
  • Ability to read, write and follow existing Standard Operating Procedures (SOPs). 
  • Ability to identify and characterize regulated waste streams. 
  • Familiarity with submitting responses and plans for improvement (PFI) to various regulatory agencies. 
  • Ability to maintain accurate and precise records. 
  • Ability to work effectively while equipped with a variety of personal protective equipment. 
  • Ability to read, analyze and interpret technical drawings, procedures, and government regulations. 
  • Ability to effectively present information and respond to questions from all levels of employees. PC proficiency (spreadsheet, word processing, databases, and web-based programs). 

CERTIFICATIONS/LICENSURES REQUIRED: 

  • Current HAZWOPER certification or must be obtained within 180-day introductory period.
