HAP - Director, Data Management

We are seeking a Director of Data Management to lead the transformation of our enterprise data ecosystem and enable the next generation of analytics, AI, and decision intelligence across the organization.
Under the general direction of the Vice President of Enterprise Analytics & Automation, the Director of Data Management provides leadership for the strategic planning, implementation and ongoing operations of the organization’s enterprise data ecosystem. The Director oversees the design, development, governance and stewardship of HAP’s enterprise data assets, while also assisting and supporting the Analytics Delivery teams’ inquiries and client support concerns. The Director is responsible for creating the team structure and managing a team of IT data warehousing and analytics professionals who architect, design, develop, test, govern and support the Program. The responsibilities include staffing, planning, design, implementation, and project management; daily operational management; a focus on service excellence and employee engagement; staff skills development, and fiscal responsibility. The Director will be responsible for establishing the foundational model for Analytics by setting standards for training, process, and technology to ensure consistency with organizational philosophy and alignment of goals.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
Executes the data management strategy and leads the planning, development, and implementation of the enterprise data environment.
Oversees Data Engineering, Data Architecture, and Data Governance functions to ensure cohesive operations, high-quality data pipelines, and alignment with organizational objectives.
Collaborates with the CIO, CMIO, IT leaders, and business stakeholders to define requirements for data assets and to provide technology solutions aligned with analytics and operational needs.
Establishes and implements standards for data governance, including metadata management, data quality, data security, data access, and data privacy across the environment.
Directs the development and maintenance of scalable data models, pipelines, and architectural practices supporting reliable, governed enterprise data structures.
Partners with analytic leaders to ensure enterprise data is optimized for reporting, decision support, advanced analytics, and AI initiatives.
Provides leadership for interfaces, integration services, and the Health Information Exchange to ensure reliable and secure data flow across systems.
Develops and manages capital and operating budgets; oversees vendor relationships, contracts, SOWs, and delivery of technical solutions.
Hires, develops, and leads a diverse technical team, ensuring strong operational practices including change management, release management, reliability, and compliance.
Represents the organization externally, promoting innovation and strengthening its presence in data management and emerging data technologies.
EDUCATION/EXPERIENCE REQUIRED:
Bachelor’s degree. Advanced degree in business or healthcare, preferred.
Strong preference for experience within a health plan / payer environment (e.g., Medicare Advantage, Medicaid, Commercial), including deep familiarity with claims, membership, provider, and population health data domains.
Ten (10) or more years of leadership experience in enterprise data management, data engineering, data architecture, or related functions • \
Demonstrated experience in a leadership role on a major project or change management effort.
In-depth understanding of Healthcare Information Services environment and ability to design/architect solutions.
Must be able to handle difficult and sensitive situations using sound, independent judgment within general policy and legal guidelines.
Must be able to understand the overall healthcare business including Clinical/Inpatient Quality, Revenue Cycle, Population Health Management, Finance and Operations to support system wide performance improvement initiatives and handle related performance analytics projects.
Proven track record in interacting with diverse business customers including senior system leaders and ability to understand their unique needs pertaining to data and analytics.
Proven track record in managing diverse teams, including highly-skilled technical resources as well as developing team members of varying skill levels.
Ability to assign, guide, and monitor the work of others regardless of the reporting relationship (direct, project, indirect).
Excellent Strategic Thinker; possess ability to provide thoughtful leadership to develop creative solutions for complex business and technical problems.
Excellent verbal and writing skills. Able to develop and present complex material effectively to a variety of audiences – technical and non-technical, staff, management and leadership.
Ability to develop and mentor managers and build dynamic teams.
Ability to perform job responsibilities competently and to lead others’ development.
Broad and deep working knowledge of modern data ecosystems, including cloud data platforms, real‑time analytics, AI/ML, and automation, to deliver scalable and governed solutions.
Epic EHR experience preferred.
Microsoft Fabric certification preferred.
